Our HOA is required to have a 5 member board however one board member left and now there are only 4. Nobody else in the HOA will step up. We are now deadlocked 50/50 on issues requiring any sort of financial expenditure.

Any suggestions?

This may require a vote from the general membership. HOA business still has to be done. You may want to pose a vote from the membership to approve this expense. It may even cause a few people to want to get involved if it enrages them enough...Nothing like an issue of spending money in a HOA that causes more people to pay attention to their HOA...

Many bylaws prohibit spouses or roommates serving on a board.

You can explain to someone that they don't have to be an officer and only serve on a board. Your board may appoint someone to serve if they agree, of course.

look into your bylaws, many prohibit non members or same household directors, but others allow it. If no one wants to step up and if your bylaws allow have an adult family member or one of your drinking buddies. If anyone complains tell them it wouldn't have been necessary if someone would have stepped up.
