how can nominations be reopened and then closed after voting has occurred and before votes are counted

I don't understand your question.

Was this by written ballot? If so, the additional nomination is mute, because the votes have been cast.

However . . .

If it was a show of hands and/or in the written ballot election, IF there was a tie, perhaps there was a call for another vote and another name was nominated.

More information is needed.
