We have recently established our BOD, and my questions does or should the BOD have a chair person,, when we had the election we had agreed that the person with the most votes when be the chair person and the next person would be the second chair and so on. When this be OK.
My next question is does the BOA select these positions HOA president, HOA Vice President, Treasurer, Secretaty. or are these positions voted on the the Community.

refer to your documents, if they are set up as most the BOD will elect its officers. Your chairperson should be the president, he/she should reside over meetings and all that fun stuff and the Vice President would be next in line.

Unless your docs say something different this is how most are set-up.

Some HOA documents require that the BOD be elected by the homeowners through a nomination and voting process with the president being the one with the most votes and the other officers appointed at a board organizational meeting held after the annual or special meeting. However there usually are allowances for appointing board members in case of resignations, death, moving etc. between annual meetings.
As previously stated your governing documents should tell you how your officers are to be elected and the president usually acts as chairperson and decides on the meeting agenda with input from other board members.
If not you might want to check Georgia State laws governing HOA's or COA's. A simple Google search should get that for you.
Majority vote should settle all issues.

Typically the President of the Association would "chair" the Board of Directors meeting.

In the real world of business corporations, the stockholders elect the BOD. Those serving on the board typically lack the skills and time required to run the business on a day-to-day basis, so they hire the executive officer(s) to do this. The BOD meeting is typically presided over by a chairperson elected by and from the board members. The top executive officer holds a title such as President or CEO. There are many variations, however. For example, in my corporation, the BOD is me. The chairman of the board is me. The president and CEO is me.

Non-profits, including HOA's, theoretically follow the business corporation model of having a BOD distinct and separate from the executive officers. In actual practice, the line is usually blurred and essentially meaningless. If your BOD wishes to assume the titles of executives, so what? The sun will rise in the east tomorrow morning. Don't sweat it.

Larry, usually unless the officers are directly elected, the BOD will have an organizational meeting following an election and the Board members will decide which offices they will hold until the next election.
