yearly drain cleaning not done an other problems

We have an on site manager who is also a Board memeber. I mentioned to her a few months a go that a plumber (who was just here for a party) told me we neede repairs in our plumbing. (This plumber was not a friend of mine, he was here for another owner's 100 year birthday party.
The Board decided to have service providers give us a proposal for a service contract. The first one came yesterday. The filters in the second fl air conditioning units were filthy. He said they had not been changed since 2009.
The plumber who looked at our plumbing said that an 18" pipe was cut to fit and it messed up the angle of the flow through the pipes.
We have a maintenence contract that states the filters need to be changed so I know we will have to let the maintenence people know about the filters.
Naturally our President wants a couple of bids for the plumbing repair. But since I work part time jobs, I am not here everyday. Other Board members also have other responsibilities.
Have any of you had similar problems? It seems to me that our onsite manager althoug good had some things, dropped the ball on the items metnioned above.
It also seems to me that previous Boards were not taking care of the building like they should have.

Is your on-site manager a paid position? In most cases, a manager or management company should relieve the board of day-to-day responsibilities, especially maintenance items. If your manager isn't doing that, perhaps it is time to change managers.
