Design Review Committee Guidelines

Our Design Review Committee has guidelines that they follow to determine if they are going to approve or disapprove a homeowner's request. The guidelines were used prior to turnover. Are the guidelines a part of our documents? If yes, and if they need to be rewritten the new changes must be approved by the homeowners and not the board.
