Just had our second meeting and one of our members is mia. I actually haven't even met him. Didn't show up to the Directors meeting. Emailed and stopped by his house but to no avail. Do we just find another member by way of elections? He has to resign in person, right?

Check your documents on this issue. Ours states that if a board member has two consecutive unexcused absences then they can be removed from their duties by the board.

Ours say three, but they better be (really) good reasons.
Unlike some post I've read on this forum, we have homeowners waiting in the wings to serve on the board.
If this person does not have the interest of the community where he/she resides as a priority then vote them off.
