I'm remodeling my place but not doing any structural, plumbing or electrical changes. I am replacing my shower pan and bathroom vanity and putting tile over the top of exisitng tile on the floor. Do I need a approval from the board to do this? I have no neighbors except one above me and my entire place was purchased already tiled in all rooms, so I know the tile won't be a problem as far as noise. Honestly I'd prefer to keep my privacy as much as I can as I've heard from many others in the building that the board is corrupt and racist to anyone who is not russian. For some reason the building is heavily populated by russians and 90% of the board is russian. I didn't know this when I bought the place, but have run into other tenants in the building that have told me what is going on. Which brings me to another problem, the discrimination and favortism in the building. How can I report the discrimination/corruption to?

As a general rule you do not need Board approval to replace any non structural item in your unit. It is your home and you own everything from the drywall in. You may need a city or county building permit however many people do not bother with getting one.

Just because others have told you that the Board is racist do not assume that this is the truth. You do not say what state you are in but many states have oversight of HOA's. You can find links to web sites with each state's laws by reading some of the recent posts.

FYI Jenny, giving favoritism to Russians is not Racism, since Russians are not a race of human beings.

It could be nationalism, but it is definately NOT racism, as there are no physical/hereditary characteristics that Russians possess that mark them significantly different or unique among humans.

GlenL-thanks, that's what I figured since it doesn't affect anything structural.

other poster: I know Russian is not a race, but a nationality. What I'm talking about is literally racism. When I first moved in, I had a moving company move my stuff. It was 2 black men. Three tenants came out and complained about the noise one saying "What are they? From Compton" and another said "we thought they may have been robbing someone's place" Now if that isn't blatant racism I don't know what is? The board, (once again 90% russian occupied) fired also fired our black manager for no apparent reason. The bottom line is these people are not nice and they don't like people who aren't their "kind" also every other person I've talked to in the building that is not Russian has told me the same thing about the discrimination, so I have reason to believe it is a real problem. I've seen it firsthand. There's a rule that you aren't allowed to have visible storage, the russians have their balconies permanently packed with stuff and don't get fined. My friend across the building had a few things out on his balcony and got in trouble. Furthermore they have replaced the site manager with a russian woman who lives in the building and she is very cold to me for no reason. Anyhow, I'm not interested in getting into what is and isn't racism, I just want to know who can report discrimination to? It's not fair to everyone else in the building to be walking on eggshells around these people.

Since you mentioned Compton I'm assuming you live in Ca. You might try http://www.davis-stirling.com/ to find out what is allowed by law.
