Some residents/members of this AZ HOA are staunchly resisting complying with changes that have been made since they moved into the community. I have read something that points out they MUST comply with current CC&Rs and Bylaws and the words "what was then was then, what is now is now" are in the article. I can not find the article and am hoping someone else will recognize those words and send me in the right direction! Thank you.

don't know what article you speak of, but in the defense of SOME people:

residents must comply with changes in covenants that were legally made, properly announced/notified, and fairly enforced.

Folks would have a point in not complying with rules made incorrectly by boards outside their power, never recorded or made "public", and not given to new owners.
