We have had an unusual amount of rain and it appears that our drain tile is clogged and unfortunately the rain water made it's way down the foundation into our storage area and into an owner's unit. The carpet is wet about a foot and half in and eight feet long. My question is, the Unit Owner is not aware of the clog, so can this be consider an act of God? We have been cleaning the gutters and downspouts, but did not find this problem til now, so we are not negligent as a Board, correct? What do we offer this Unit Owner, if anything...please advise.

Isn't this covered by insurance? If not, why not replace the carpet. The Board is not negligent but the HOA may be responsible.
